No, Counter-Strike 1.6 is not a free game. There was a patch released at the end of December that made the game entirely available for play, but the game itself is not free.

Counter-Strike 1.6 is a cult modification of the cult FPS game Half-Life that became a global hit, one of the more played online games ever. A few modders and programmers initially created the game.
